Internet strategy development

Social Change Online specialises in devising solutions that address an organisation's needs for data integration and syndication.

Our primary experience is in the design of infrastructures that relate to large data holdings in government agencies. This includes geographically enabling metadata registration processes using international metadata standards, generation of spatial metadata and geographic search and discovery of an organizations' data holdings.

Our solutions (and software for that matter) are platform neutral, vendor independent and designed to maximize the long-term value of investment in data.

We can quickly and efficiently deploy a development team to create an application, or series of applications to suit your needs.

Design of shared data infrastructure

A shared data infrastructure enables agencies to concentrate on gathering their speciality of data whilst benefiting from the large pool of data created.

Our infrastructures enable information to be pooled from a vast range of data types, drawn from an exponentially increasing number and variety of global data sources.

We specialize in design of such infrastructures, especially those that relate to large data holdings in government agencies.

Our solutions (and software for that matter) are platform neutral. We specialise in being able to marry data from anywhere and anything.

For example:

MicroSoft, Unix, Linux; SQL, Oracle, Informix, Sybase; ESRI, AutoDesk, MapInfo.

If by some chance we haven't yet sorted a particular platform we will do so as part of expanding our own tool set.

Example - CANRI

Solution design & application development

85% of GIS project time is spent getting the data together - and it's usually out of date when you finally have it.

Social Change Online can work with your existing systems to add value and integrate them into single views.

Social Change Online has unparalleled experience in:

  1. Designing and developing large scale, multi-platform systems.
  2. Building end-user applications, including geographically-enabled web portals.
  3. Research and Development into critical standardisation issues.

Application design & implementation

Build web pages which include maps of your geographic data and show them layered on top of free base maps. We can include geographic data that is in:

  • common geographic formats
  • in databases as geographic points
  • in databases as street addresses
  • in spreadsheet formats
  • as placenames inserted randomly in a text document - probably in whatever format you have!

Solutions design

Let Social Change Online help you design your distributed data strategy and architecture.

We develop architecture representing the state-of-the-art in infrastructure design, as implemented within international testbeds designed to identify and test standards for building Web accessible spatial infrastructure.

US, Canadian and Australian Spatial Data Infrastructure Projects sponsored the OpenGIS consortium to develop these testbeds, and Social Change Online has been a key player in the successful outcomes.

These architectures have consequently been used as the blueprint for the "Global Spatial Data Infrastructure" and "Digital Earth Reference Model" as well as local examples such as the "Community Access to Natural Resource Information" project (CANRI) within NSW.

Our solution designs may typically contain the following elements:

  • A comprehensive, flexible, open standards based, distributed architecture that is consistent with the principle of separating content and technology to maximize long-term value of investment in data, and maintaining maximum flexibility to choose the most cost-effective technology solutions.
  • An evaluation package to demonstrate this architecture using standard webmapping tools.
  • A quick implementation within the designed architecture using mainly off-the-shelf products.
  • The development of a standardization and deployment strategy for future Exploitation.
  • An outlook to additional services, clients and applications to be added that we consider highly recommendable or interesting possible enhancements.

Hosting services

Geographic data services

Serve your data to the inter/intranet in OpenGIS standard, without having to change the platform or the software it resides in. Provide an online upload mechanism for remote users. Register your data in a metadata catalog.

Application hosting

We build and host Internet applications for your organization, using your preferred domain name. Optionally we can host your native data as well.

Our dedicated servers have high bandwidth access and are configured for optimal performance. These server-side applications require nothing more from the end-user than a web browser.

Setup and Hosting of Open GIS compliant Web Map Servers (WMS).

Social Change can take your data, and serve them to the web as a Web Map Server, ie a format that can be incorporated into the CANRI (Community Access to Natural Resorce Information) framework.

This service can include:

  1. Build a configuration file for up to 10 layers.
  2. Host the data and serve to the web as a Web Map Server.
  3. Provide an upload mechanism so clients can update layers themselves.
  4. Register metadata into a metadata catalog (eg. CANRI) so that the datasets can be discovered.

On-line Directories

We can connect you to on-line contact directories (Yellow Pages, Hotel directories etc.) or help you publish your own, using standard protocols (e.g. LDAP). Additionally, we can make them geographically enabled by converting addresses etc. into map coordinates.

Portal Integration

Social Change Online's technology will help you package your view of distributed (geographic) data into your web-portal. Filter news and weather reports for your region of interest to be dynamically displayed in your site.

Conformance testing

A Conformance and Robustness Testing Facility for Interoperable Map-Based Services.

Standards compliance makes the difference between seamless operation and endless tweaks and fixes.

Social Change Online is developing an online conformance testing service focussed on OpenGIS standards for geographic information. The facility will allow customers to exercise and report on the conformance of servers delivering web-based spatial information products via the ISO-accredited OpenGIS Consortium WebMapping Standards.

A certification mark is essential business strategy as the spatial data industry moves towards products being OpenGIS compliant.

The service is expected to benefit application developers, information providers, and system integrators, all of whom have a stake in the development of robust, standards-compliant geographic information resources.

Web based spatial information products that will be candidates for the testing service include:

  • Web Map Servers: supply map images to the web.
  • Web Feature Servers: provides query and update access to spatial databases.

This service will be available early 2002.

Social Change Online has been involved with OGC in all aspects of our work for the past two years. OGC, and the global GIS community, have benefited greatly from their involvement and have found them to be highly capable and technically competent.

Further, I feel that this proposal will indeed be of great benefit to the global GIS community as it moves forward towards standardization of Internet-based services. Finally, the support of this program will lead to the development of an important, currently missing, piece in the standardization package that OGC is working with ISO to develop in the area of Web Mapping.

Kurt Buehler Vice President, CTO, and Director OGC
